The 2025 Quantum World Congress’ International Forum: Advancing Global Strategic Partnerships will be held on September 16th, 8AM to 12PM ET in the Maplewood Hall at Capital One Headquarters.

In this moderated cross-sector workshop, delegates will share information and explore ways to advance global collaboration for quantum and quantum-adjacent technologies. Delegates include leaders across industry, academia, and research organizations as well from government covering national quantum science, technology, and innovation government agencies; science, economic development, policy, and innovation attaches from embassies and quasi-governmental agencies.

Advancing Strategic Global Partnerships

Quantum technologies are expected to grow significantly in the next five years, with quantum computing alone estimated to be more than a $1 trillion market over the next three decades. National quantum programs have differing objectives, funding, and focus, creating barriers to collaboration on everything from research and innovation to commercialization. In addition, with the transformative and potentially disruptive nature of quantum technologies, the need to explore, adapt, and coordinate policy, ethics, and standards in a collaborative cross-sector and cross-border manner is a matter of urgency.

Over the past four years, discussions at the past annual International Forums and many smaller cross-sector engagements, and the launch of the Quantum Accord in 2023 with key international partner nations have created an enduring discussion forum for collaboration. This Forum serves as a public-private collaborative venue to (1) accelerate global partnerships and cross-sector, cross-disciplinary collaboration to harness the potential of quantum and quantum-adjacent technologies, and (2) anticipate and mitigate potential risks, and (3) break through barriers that undermine development, commercialization, and adoption.

  • The Forum will be held at the Quantum World Congress on Tuesday September 16th, 2025, from 8AM-12PM ET in the Maplewood Hall at Capital One Headquarters.

  • Quantum advancement in a complex geopolitical environment - Navigating the complex landscape where quantum and quantum-adjacent technologies represent both strategic advantages and national security imperatives, requiring careful balance between open scientific collaboration and protecting sensitive technological developments. Discussion topics will include:

    • Managing cross-border competition - Addressing the tension between international cooperation in quantum research, applications and commercialization and the reality of nations racing to achieve quantum supremacy, while maintaining productive partnerships despite competitive pressures.

    • Responding to adversarial actions - Developing defensive strategies against quantum-enabled threats, including post-quantum cryptography implementation and protecting quantum research infrastructure from espionage or sabotage attempts.

    • Sustaining funding and increasing value through collaborative investments - Enabling sustainable funding that engage public funds and private investments to drive returns on investment while leveraging partnerships to share costs and risks.

    • Role of regional ecosystems – Connecting more quantum regions connecting governments, universities, research institutions, startups, and established companies to create self-reinforcing networks of talent, resources, and expertise.

    • Securing the global supply chain - Ensuring reliable access to critical components and materials while reducing dependencies on potentially unstable sources, particularly for rare earth elements and specialized manufacturing capabilities.

    • Scaling industry engagement and commercialization opportunities - Bridging the gap between academic research and practical applications by facilitating technology transfer, supporting quantum startups, and helping established industries integrate quantum solutions.

    • Responsible deployment and policy implications - Establishing cross-border frameworks and regulatory guidelines for quantum technologies, addressing privacy concerns, export controls, and ensuring access to quantum benefits across society.
